Resident Evil: Damnation is the second full-length CGI film in the Resident Evil franchise, following Resident Evil: Degeneration (2008) and preceding Resident Evil: Vendetta (2017). Unlike the live-action films, the CGI movies stay strictly within the canon of the video game storyline, featuring voice actors (mainly Japanese with English dubs) that closely mimic the game characters. The film takes place in 2011, between the events of Resident Evil 5 (2009) and Resident Evil 6 (2012).

Leon discovers that neither the rebels nor the government are the real villains. Svetlana, the rebel leader, is actually a pawn. The true mastermind is President Svetlana Belikova (yes, same name) — the government president. She orchestrated the entire civil war to justify seizing absolute power and to test the effectiveness of BOWs in modern warfare for future international sale.
