It is a (not an electrical short or open circuit). It means the Electronic Parking Brake (EPB) ECU (often called the 1614 or 161B unit) has attempted to automatically apply the parking brake (e.g., upon engine off or door open) but detected that the mechanical movement of the caliper pistons or cables did not match the expected response.
